What version of Windows? I know that, last I checked, Samsung Kies didn't work with Windows 8. Maybe it's more of the same... Some drivers aren't Windows 8 compatible yet.

Make sure you're using the included A/C - USB adapter. The USB plug will not charge the Note 10.0 will not charge well when plugged into a standard USB port unless the Note 10.1 is turned off. The Samsung adapter supplies a stronger current or something. Sent from my GT-N8013 using Android...
