Did you use Google to auto-restore your apps? If so, it's likely that Samsung Pay was backed up from the Play Store and that seems to cause problems. I tried for a couple hours to set SP up yesterday without luck. Had to do a factory reset and make sure not to back it up from Google. Worked fine...

Update: It worked correctly the 2nd time around. So my advice is that when you use Google to automatically backup your apps you DESELECT Samsung Pay and let it be downloaded later on in the process from Samsung directly. Hope I saved someone some time.
