I had this problem. I went into settings, apps, all then google play services ... Force stopped it then cleared the cache and then turned the phone off and on again and now it seems to be working ok ... Hope this works for you

Re: Can't change Data Usage Cycle anymore I had this problem on my nexus 4: I discovered that I had to have data enabled but wifi off ... When I had them both on (fiddling with phone as usual) I only saw the dates for the last three cycles ... Once I knocked wifi off the 'change cycle'...
