CEC support is chipset & corresponding kernel dependent. First find the chipset you are using, then google for the kernel CEC driver on that chipset. Given root access, you can usually send manual CEC commands straight to the kernel driver.

Connect to the device via ADB, they logcat the output and look for what keyevents are being triggered. If the kernel "consumes" the keyevent, it will not be forwarded to the foreground app.

If you can't get it working, you can use a USB IR receiver like IRUSB instead.

Assuming you have a good HDMI TV and cable, this is likely a bad power supply or the Flash memory on the box is corrupted.

The best is nVidia Shield. It is OS 8 at the moment, but they will update it eventually (OTA update). --- this assumes you want Android TV and NOT Android (they are different OS versions)

CEC functionality and options are device specific. You would need to contact the box manufacturer for details on if and how they support it.

The box is probably just loading something which is using up your bandwidth. Close all the background apps and disable OS updates. Also make sure to close the browser app (not just background it). Some boxes have issues that allow the browser to keep streaming video ads in the background.

There are also apps like SetOrientation that allow you to swap it on the fly. I use this for a TV that is on a rotating mount. Basically a work around for no orientation sensor. You do need to make sure it is enabled in the build prop first though (which means root access).
