Why do we call it ROM when it is actually non-volatile RAM?

I am able to download from Google Play and I can execute any APK file. I'm still hoping somebody can suggest a cleanup utility like CCleaner for Android. If Waze and Chrome used to work but now they suddenly start aborting, the cause is either junk files or collateral damage from another app...

Not very encouraging, man. My unit is branded Xtrons. I suppose that is a notch better than a no-name. They do reply to my inquiries, but their advice is not real helpful. A few days ago I left this same message on XDA but nobody there has chosen to reply. Maybe I'm posting in the wrong forum?
