So apparently Samsungs latest update enables by default an option that blocks USB connections unless the device is unlocked in th name of security. I definitely get it I just wish it wasn't enabled by default. Thanks for your help.

i see. I believe it has to do with the phone being restarted as it says you must unlock the phone to use USB functions. My oneplus device does not do this and i can ADB whenever. It simply does not see an ADB device on either of my PCs but the phone does recognize that a usb is being plugged...
