    I solved the issue, here is what helped me out. Turns out at it's a sync problem with your google account. Disable browser sync under your Google account in settings and the problem is solved!

    I think I solved the issue! I discovered it here. The problem is with sync in your google account. I just turned mine off completely but there's more detailed instructions on how to fix it. Go to Settings>Accounts>your Google account and turn off browser. Problem solved instantly!

    I am having the same problem too, it's driving me bonkers! I have a Galaxy Note II vanilla Android 4.1.2 Other forums have pointed out that the download manager is not enabled, but time is and so that hasn't helped the situation. What google app is causing this trouble???
