I got the notification last month. Both my udp lines are under contract and one uses more than 4.7gb. This month, however, no notification. Maybe it was just a one time notice.

I'm not entirely sure, but I do know with the KitKat update on the recent devices like the Note 3 the option showed up in hotspot options. It might not be available on your devices.

VPN does fix the issue, and it has been my workaround for years. I have had YouTube throttling on Verizon since I got my first LTE phone, but it used to be after binge watching (a lot of videos, maybe an hour or two). Now, its throttling more often, like after 1 or 2 videos.
