If i bought an unused verizon microsim on ebay for like <5$ would i get OTA updates?

I bought a used verizon note 2 to use on rogers, since you don't need to unlock it for it to work. I saw that kitkat was released but I obviously can't get OTAs without a verizon sim. The problem is kies and the verizon upgrade manager both say that my firmware is up to date on jelly bean 4.3...

Mine still says up to date on kies and verizon upgrade assistant on 4.3 even after a factory reset. Has anyone's worked or is this my problem? I cant get OTA so I'm waiting for the wired upgrade.

How long does it take them usually to make the update available on the windows Verizon Update Manager? Mine says up to date still on 4.3.
