Hay... I was able to fix this. I actually had inverse issue. I was unable to turn OFF vibration in Go SMS notification. It must vibrate no matter what phone status is. It is being set here in Go SMS settings > Advanced (tab) > Notification Settings > Default Notification Settings > and look for...
