How is the camera sensor in low light conditions? Is the camera able to change the exposure(right photography term?) from bright to dark areas?

I'd like for this to be my first Nexus phone!

My apn is the stock ATT Phone, I'm in a LTE area and sending pics through apps are instantly sent but not on MMS. Any help with APN settings or something else I can do?
