I couldnot uninstall any app in my lg g4 as i uninstall my cell reboot and security option in my cell settings doesnot work, the message popup that com android security has stopped . plz help me to overcome this problem

I reset my phone, remove the account and again login, google play store forced stop from setting as well as clear data, forced stop google play services, my playstore is not updated but i cannot download from playstore and even from any browser. Pls help me to solve this
