Outlook app not downloading messages in folders

Hi all.
For some reason the outlook app will not download emails in my folders.
But if I go in a folder and swipe down to refresh the messages start pouring in.
Any ideas? I have already reinstalled app, removed account, cleared cache and data.
The windows outlook app works fine with the same account.

Can try in phone settings Apps>3 dots upper right corner tap > scroll to reset app preference, let me know if it works.

Tried that and did not make any difference.
I have tried the gmail app and this one seems to sync emails in folders but I don't get any notifications when a new email arrives. Still better than no emails at all so I will be using the gmail app.

Yes I have enabled the sync for all folders.

Yes but what's the sync at , all the time or 3 days ?

Yes the stand alone app , but it has reset account under account info try that?
I'm using the stand alone app in pixel 3xl and Samsung phone the stock email app there which is much better.
