Yes, when it gets cold the electrons move slower through the CPU.
Kidding aside, there shouldn't be a huge impact on a device when it's cold. It's suggested that the device be somewhat warm (> 40-50 F) to reduce the risk of damage to the screen but it should perform the same. The screen may refresh slower when it's colder but the device wouldn't be "slow". You might have something else going on.
