Welcome to Android Central! Does this persist after a reboot? How about Safe Mode, which prevents 3rd party apps from starting? This can help narrow down the problem to some app you installed vs some problem with the system. On most Android devices, while powered on, press and hold Power until the Power Off menu appears. Press and hold the Power Off selection until the Safe Mode prompt appears. Tap OK.

Certain apps that have control over the camera can interfere with the Camera app's function, notably flashlight apps (since the LED flash is part of the camera). If you have any flashlight apps installed, uninstall them.
