LGl22C sound notification bar stuck

My sound notification bar is stuck..blocking the top 25% of my screen..also I can't move my sound from vibrate.. if I attempt to raise volume, the phone automatically lowers it back to vibrate. I tried to change sound profile to sound but will only stay on vibrate or silent. I've reset the phone but problem still exists.

Welcome to Android Central! It's possible that your Vol Down button is faulty, and stuck in a pressed state. Bring the phone to a repair shop to inspect it.

I was going to suggest yesterday, that if one has installed a silicone cover over the smarty and the external buttons on the cover (which match/mate up with the phones volume control button) is misaligned or damaged, this could be the cause way the volume control is remain active or on full. try removing the cover and test the volume control again just to rule out if the cover's at fault or misaligned.
