Google Play Store and apps not downloading/installing

I dunno if this is an Android issue, or a Google one. But, I was having storage issues on my phone, so I decided to erase the entire phone back to its original form and start over. I wrote down all the apps I would like to reinstall but when I started to try and start installing, some apps just continuously download, while others claim to be installing, but they never show up.

Please tell me somebody else has had this problem and it can somehow be easily fixed.

Welcome to Android Central! How did you wipe the phone? Did you do a factory data reset, or use some other process?

Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, try going to Settings>Accounts-Google, select your Google account, and remove it completely from the phone. Then add it back again, and see if that helps.
