Camera on my Moto G 3rd Gen won't work

Camera on my Moto G 3rd Gen won't work, tried clearing app cache and data and stopping the app then restarting and it didn't work. When I click on camera it says camera busy and to restart the phone. I've also looked at which apps on my phone have permissions and could possibly be interfering and I've found none. I haven't been able to use my camera in months, please help!!

Does the camera work in Safe Mode? (Pressing and hold on-off switch, then press and hold the 'Power off' dialog box. (This doesn't change any settings or wipe any data; it just boots into safe mode with no 3rd party apps. See if the camera loads - if it does, it implies it's an issue with another app.
