I'm considering switching from a moto g xt 1034 to a dual sim xt 1068, & have some questions

I want to use sim1 slot for data (like a tablet) from one service provider, for the better data speeds 3G offers, and sim slot 2 for talk/text only. My talk/text provider is only 3G though (no 2G from them). If I turn off the radio in sim slot 1, will sim slot 2 be 3G capable?
I want to have the functionality of my existing xt 1034 and my nexus 7 lte tablet all in one device.
