Do you mean the quick settings? If I recall correctly it's a feature of Marshmallow and even there it (System UI Tuner) has to be turned on first by pressing the little settings gear (top right corner when you are looking at the quick settings) for a few seconds before you can access it in the phone's settings.

Should already be there under quick settings.

If not sure how to access quick settings either:

1) pull down notifications, then repeat.
Or
2) pull down notifications bar with 2 fingers.

Then tap the signal strength icon which will state your network (carrier) name and will let you toggle mobile data on or off.
