Why can't we get our Moto 3rd gen phone to connect to wi fi

It is very temperamental and connects every now and again. It says it's saved but locked

In all honesty this has happened to me many times, but it's generally the fault of the wifi and not the phone

Have you done a Network Settings Reset? Go to Settings - Backup & Reset and select Network Settings Reset, and confirm it. Note that you will lose all saved WiFi passwords, Bluetooth associations, etc. but no data will be erased.
