How do I make the unfilled location pin to the right of the status bar appear om my moto 6?

I have ten moto g6 phones I use in a test with electronic locks that give their location to an app when they are locked and unlocked. For three of these phones, it works, on the rest it does not. The settings on all phones are identical. I have noticed that an unfilled location pin appears to the right on the status bar when it works. When enabling location logging, a filled location pin appears to the left, but that does not make the app work. Can anyone help?
