Unable to send message if initiate, but able to send and reply

If I try to send a message to another phone (iphone or Android), I am unable to send the message.

If someone sends me a message, I can respond and send OK.

In other word, I am unable to send if I initiate the conversation, but I am able to send if I respond.

Anyone have any ideas?

This is with the built in messenger app. If I use skype there is no problem.
