GPS always active?

I have my GPS toggled off but under the battery graph it's showing constant usage. I checked on my old GNex and my buddy's S4 and the GPS isn't a solid line when not in use. Is this normal for everyone else's Moto X and does anyone know why this is happening?

No thats weird. Reboot and see if that clears it up.

No thats weird. Reboot and see if that clears it up.

That being the simplest troubleshooting method, you'd thing I would've tried it first. I rebooted and it cleared the issue. I had GPS on for a few minutes yesterday and I'm wondering if it got hung up when I toggled it back off.
