What about the entitlement hack?
Assuming I rooted, changed it to 0, unrooted, then took the Kit Kat update. Does the update set entitlement back to 1? I realize its a longshot to see if anyone has tested this.

Currently there is no root for those with LOCKED bootloaders who take the KK update.

the entitlement APK that was removed/edited in the past is not present on KK. The SQL edit thing didn't work on JB (value isn't in the file), and I haven't checked to see if its there on KK.

If you have a Developer Edition X from Verizon, and you unlock the boot loader, you can root after you get KK installed.

With Rooted KK on my VZW X Developer Edition... I am using the wifi_tether_v3_4-experimental1.apk from https://code.google.com/p/android-wifi-tether/

change device profile to galaxy nexus (cdma/lte)
check box: wifi-driver reload
check box: enabled routing fix

It works, including SSID change, and WPA2
