Don't underestimate the number of people who are still under contract with the Galaxy Nexus. Many of those people, including Verizon and Sprint customers, were unable to get Nexus 4s and were still under contract when the Galaxy S 4 was released.
Yup. It came to Sprint late too.

Gnex was released on Verizon not quite 2 years ago, if I recall right I got mine 2nd or 3rd week of December in 2011. 20 month upgrades seem to have coincided nicely with the Moto X.

And with the Nexus 4 and 5 not coming to Verizon, the Moto X is the next best option for those that liked what the Galaxy Nexus offered in terms of Android experience.

That was my rationale. I can't give up my unthrottled, unlimited data evah!

Regardless, the Nexus 4 sold far more units than the GNex.
