Keep in mind that the Pebble claims to last 5-7 days between charges and it has a tiny battery compared to a phone. That's also something to keep in mind when people claim that turning Bluetooth off will have some significant difference with how long your phone battery lasts. If a tiny battery can last a week when it runs Bluetooth and a screen, then using Bluetooth on your phone probably won't have that big of an effect because you have a much larger battery.

The difference is negligible.

This statement clarifies your lack of any knowledge about the differences between BT 3.0 and BT 4.0. Unless 90% less draw on standby and 245% less draw active is something you consider "negligible" then you need a serious look are your English education.
