    Google launches Android WebView beta channel for developers | 9to5Google

    Maybe it has to do with them opening up the beta channel? It would have to be in the Play Store to allow you to opt-in to a beta.

    Right, the WebView is core Android functionality that allows for apps to display web content. It's always been on your phone, its appearance in the Play Store is to allow Google to push updates independently of the OS.

    [Lollipop Feature Spotlight] WebView Is Now Unbundled From Android And Free To Auto-Update From Google Play

    This gives some more insight. It's been updateable through the same mechanism as the Play Store itself since 5.0 came out. Its appearance in the Play Store would allow people to opt-in to a beta per my first link.
