aGPS & Device Only Mode

I recently upgraded to Sky Safari 4 which is a nifty astronomy app. Being able to get the current GPS location is an essential part of the application.

I noticed though that Moto X uses aGPS which seems to require a network connection. Under the "Location -> Mode" tab in Android's settings, there are three options, High accuracy, Battery saving, and Device only. I had the Mode set to Device only which has access to the aGPS only, and not to Wifi or mobile networks. Unfortunately, the phone can't seem pull a lat and long in that mode.

There's a disclaimer when selecting the High accuracy mode (which includes Wifi and mobile networks) where you have to agree to Google collecting anonymous location data. Shouldn't selecting the Device only mode provide the aGPS just enough network data to triangulate a lat and long... or pull the location from an IP lookup? It seems that aGPS on this Moto X is locked into Google's services rather than the phone company's data? Any ideas?
