Moto X4 Won't update after factory reset

After having some issues with my VPN that seemed to have no solution, I decided to go through a factory reset to try to start again with a new slate. However, after the factory reset, the phone is stuck on the "Checking for Updates" screen. My wifi is generally reliable, if unimpressive, and smooth at this very moment. I am in China, so I'm worried this update might need access to blocked services to update. However there is an option for Chinese (Mainland) as one of the system options, so I assume that can't be true. Maybe there's something beyond internet connectivity issues?
