I've got my dad's Z2 Force, I have no idea how he did this but it's stuck in a boot loop. I'm able to get into recovery and I would normally try hard resetting but he is convinced that he has photos on there that he wants to salvage. Is there ANY way I can get into the phone to recover those photos so that I can then do a hard reset?
    Thanks for any advice!!

There may not be much you can do, since that phone doesn't have an option for wiping the cache partition (since it uses dual partitions for seamless updates).

Did you check his Google Photos in the cloud, in case he had auto-backup turned on?

Yeah, he's convinced that there are actually photos on the device.

Sorry, but to clarify -- this means that you've checked his Google Photos on the web and don't see those photos?

I agree with tlc264, if there's an SD card inserted, take it out and put it into your PC to look for photos there.

As I said, the photos are ON the device.

I know that you said they're on the device -- I just wanted to make sure Google Photos in the cloud was checked as well, which was not specified.

Not sure what else to suggest, besides bringing it to a data recovery specialist (which can cost hundreds of dollars). Good luck!

No they're not. There were also photos on Google Photos but as I said, and it's why I posted here, he is certain there are photos physically on the phone.
Apart from that, I don't quite know where to go from here because there is no guarantee hard resetting will even fix the bootloop if I'm not mistaken.

That's correct, if the problem is corrupt firmware (a factory reset still uses the same corrupt firmware) or a hardware fault.

Ok, so the photos are lost then. Shame.
