US version with lower specs than international... why?

I read that the US version will ship with weaker specs than the international version. Why ? Why not release the higher end version in the US as the top tier phone ? (Z2 force plus)

Does anyone know if it would be possible to buy the international version and activate it in the US?

If it supports the correct bands, I don't see why not.
I have not looked admittedly into the details, as to what differs but it wouldn't surprise me if one with less bands was available for the reason that it could be actually forced to be an exclusive on a specific network, because it simply won't work fully or even at all on the services provided by another.
Certainly that is the case now with some devices, that they only operate on some providers.
