Currently my mom has a G5S Plus she certainly is not a power user but she is saying the device is laggy now. Better yet what does your mother use?
Edit
Wow forgot the Z3 is Verizon exclusive.
So between the Z3 Play or anything else.

My mother is just like yours, not a power user but she has a Nokia 6.1 to replace the Nokia 3 she had before. Can't find much about the Moto Z3 or the Z3 Play here in the UK.

My mom is using a Samsung Galaxy S6 Edge and it has worked flawlessly for years (sans screen protector!). She's aiming for a Samsung Galaxy S8 or 9, though! I'm teaching her how to get the phone itch! 🤣 Finally, role reversal!

If she's in the US and has Verizon then there exclusive Z3 may prove appealing. For the added 5G Moto mod. But if she's not into the speed factor. And she's not on Verizon then the Z 3 Play should be quite good. I'm biased since I have the Amazon Z3 variant and I like it because I shop Amazon frequently.

I'm probably going to consolidate to the Z3 instead of having both the Z Force Droid and the Z2 Play.

I may pick up a Z3 at a later date on the secondary market, but honestly, the Z3 Play has been smooth at all times and since I expect better battery, I see no hurry at all. I am impressed by the Play.

My mom died in 1993. She never had a smartphone. I can't imagine which she would end up with, now or if she would prefer Android or Apple.

Z3 Play day to day, seems faster than my 2016 Moto Z. Could be one part new SOC (I think it gets either faster single core or multicore compared to the 820, but not both) or the 8.1 update.

Also, consider a new battery. I know Moto doesn't intentionally slow down phone with old batteries, but some tasks are voltage bound so if your phone is getting super laggy, a new battery might be cheaper.
