Welcome to Android Central! Try the following, which works on a Moto G:

1. When you get to the activation screen, tap the Recent Apps button. If nothing happen, swipe the notification panel down first, then tap Recent Apps.
2. You shouldn't see any recent apps in the list--it should be a blank screen. Tap anywhere on the blank screen.
3. That should dump you to the homescreen. Now swipe down the Quick Settings or go to the main Settings menu, and turn on Airplane Mode, so that the cellular network doesn't cause the phone to keep bugging you about activation.

It did not work. The drop down screen was blank but it only flashed when touched. Still stuck on the activation screen. Select laungage screen.

Ok, try this. The guy says it's for Jellybean, but maybe it works on KitKat as well.
