Welcome to Android Central! Is the exclamation point superimposed on the wi-fi or cell signal indicators, or separate from them?
The exclamation point means that you are connected to the network but that Google is unable to establish a connection to Play Services through the connection. That can happen with WiFi, for example, when your router allows WiFi connectivity to devices but your ISP connection is down. But it can be other issues - a bad DNS server connection, or even that Google services are down (though that is exceedingly rare.)
It is over the side of the icon....so somewhat superimposed.
Then I believe doogald is correct.
