I apologize if this was posted somewhere, but I'm new to Android with this Droid Turbo. I ran the battery down to 2% and have it charging since about 6:05. At 6:40 I'm only at 28%. That doesn't seem any faster than my wife's iPhone 4s or my BlackBerry 9930. I closed all apps and turned off the wifi. It's not activated yet so no 4G service running yet. Any idea why?

Are you using the charger supplied with the Turbo? If not, that is your problem.

Yes, the one that came in the box. 59% after 90 minutes. Something must be wrong here.

If its is taking that long on the charger that came with it in the box, something is wrong. Take both back to a Verizon store.

It doesn't sound that bad, but I have been able to fully charge mine somewhere between 90 and 120 minutes. Just doing some quick math, you are charging at a rate of 1% per 1:20 to 1:30 (min:sec). I've seen around 1% per minute on mine. Is the phone abnormally warm where the charger would be dropping to a lower voltage?

I had a conversation with a Motorola rep about this and he had no clue. I then chatted with another online and I was trying to find out what my charge rate should be.
Greg (that's me): I was under the impression that the turbo charger would charge the battery from 0-50% in about 15-20 minutes. I had it plugged in today and it took 90 minutes to go from 2-59%. I had the wifi off, no cellular service on and no apps running.
Mark Condicion: I'm sorry to hear that Greg. But don't worry since you do have me in the line let me just try my very best to help you with your concern.
Greg: I have only had it for a few days and this is the first time I tried to use the Turbo charger. I just need to know, with using this charger, how long should it take to get a charge from 0-50%?
Mark Condicion: Using Motorola Turbo charger, it would only takes 15 minutes to get additional 8 hours of battery uasge. Have you tried to restart the phone?
Greg: How much battery life, in percentages, gives me 8 hours?
Mark Condicion: Well, it depends upon to you. Take for example: you charge your phone when the battery is in 20%. Then the turbo charger will take place to adjust the effects on it through your phone.
    Greg: I don't understand.
Mark Condicion: I mean, the turbo charger automatically adjusting the additional battery usage in a certain phone. If for example: you charge your phone when it is in 70% level of battery, then it will add another battery usage automatically in your Droid Turbo phone
Greg: What I am saying is, if the phone is at zero percent, how much will it charge up to during that 15 minute initial charge? It seems to be charging at the same level throughout.
Mark Condicion: for that, I can't tell you exactly what % you will get when you used the Turbo charger. But I assure you that it will add 8 hours of battery usage in just 15 minutes.

So I just got more confused. I'm going to let it get down to close to 0% and try it again to track the charge rate. If it is consistent throughout, I guess I will have to bring it back.

To answer Jeff's question, I am not noticing any abnormal heat on the phone.

Mine chargers about 20% points during the 15 minutes. For example if I'm at 30%, at 15 minute mark it will be about 50% and so on.

To answer Jeff's question, I am not noticing any abnormal heat on the phone.
I would never expect 0% to 50% in 15 minutes, unless there was a radioactive warning on my phone. This is the fastest charging phone I've ever had because of the turbo charger. Two hours and I'm full. I think if you are expecting 50% in 15 minutes, that would be like saying you will get 24 hours of "average" use in 15 minutes, because the phone is advertised as having 48 hours of "average" use. I have personally been averaging about 48 hours with 4 to 5 hours screen time on my phone with what I would consider light usage (mostly text, facebook, web browsing, email), so it is doable.

Going off of the advertised 48 hours:
    100% = 48 hours of use
    50% = 24 hours of use
    25% = 12 hours of use
    16.6%= 8 hours of use

So with the rate of charge of about 1% per minute that I have seen, it is logical for them to advertise 8 hours with 15 minutes of charge, especially assuming that you haven't ran the phone all the way to zero. Obviously some people use their phones harder that others, but I think most people could pull it off in a pinch if I had too.

Like I said before, your charging rate doesn't seem to be that far off the norm, but does seem a bit slower than expected. Maybe consider trying an outlet somewhere other than your home to rule out dirty power.

Edit: I just want to add that I have never officially timed the charging of my phone. All I know is that I have plugged it in, came back a couple hours later, and it was full. I have eyeballed it a couple times while charging just to see how fast it climbs, but never kept track of the charging.
