Can't seem to find any way to correct red eye with the stock gallery picture app. Is there anywhere in the phone that you can correct red eye without downloading a third party app?

Not that I know of. The only two ways are in the flash (it flashes brighter and brighter until the shutter opens at the final flash, so your irises close up and you don't see any reflection from your retinas, which is what "red eye" is, and post-correction, using an editing program to pick up the color of the irises and paint over the red spots. (Some apps try to that automatically, and some do a very good job of it, but you can do it manually with any picture editing app that lets you pick up a color from the picture and paint it, pixel by pixel (the red part isn't that many pixels in each eye, unless you have a large crowd, all with red eye).
