Voicemail Notification Stuck

This happened a short time ago. The notification for my voice mail popped up after a call. I listened, deleted the message and the notification will not go away. I have cleared out all of my saved messages and rebooted twice and it's still there. Does anyone have any clue as to how to clear this?

Have you tried booting into recovery and clearing the system cache?

Try this: have somebody call your phone and deliberately do not answer it; have them leave you a voice mail. See if listening and deleting the new message also deleted the notification.

I'm pretty sure the op said that the notification will not swipe away...

Yes swiping did not work. As strange as it is I had to call into Verizon. They had to add visual voicemail to my account. Then they had to remove it.
