    In order to root a ROM (it's the ROM that gets rooted, not the phone itself), someone has to find a bug in the ROM that allows temporary root. Asking if that will happen is like asking for someone to foretell the future. As soon as someone finds an exploit to get temp root, there will be a root package (Chainfire or someone else) for that ROM.

    As for ROMS, if some ROM devs have the phone, and want to add or change things, there will be ROMs. It's not like there are companies (other than Cyanogen) that are nin the business of writing free ROMs for every phone.
