Exchange sync problems on i1

I've got a user with an i1 that is having serious syncing problems on his Exchange account. We run Exchange 2007, and have 6 other Android devices that all sync great.
I understand that the i1 runs on the iDEN network for data, but the device still shouldn't take THIS long to sync.

Just sending a single email sometimes takes up to a half hour to actually send.
Has anyone run into a problem like this?
