Assuming you've got a WiFi Xoom, go to APP > ALL and delete the google service framework. Then check for new updates. Lather rinse repeat until you get the update. Usually takes me 5-6 times before I get it

If you can't get the OTA to work contact Motorola and they will send you a box & shipping label to send it in to them to get it updated. Mine never updated to ICS and that's what I had to do. And yes I tried deleting the Google framework services repeatedly as well.

Take a screenshot of your about tablet screen. To see what you got. Are you rooted? Are you running a custom rom? The screenshot will answer the second question.

I think it was available in your version. Press (at the same time) power + volume down. You should hear a camera sound then it treks you screenshot saved.

Edit-Actually, I tried holding both buttons it worked!
And, no I don't have an custom ROM.

So your on a non US zoom. That is why you never got the update. The update only went to US zooms, officially.

The only way got you too get it is through a ROM and rooting of course.
