I don't have a Nexus 4 yet but I'll tell you when it arrives and I try it out.
I'm not sure if it does because you can't do this on the Nexus 4 without rooting, same with a mouse.

yeah that lack of OTG support is really annoying, i don't feel like rooting mine (if it comes 6-7 weeks ha!) but if necessary i guess ill have no choice.....

I have unlocked my boot loader but have not rooted as of yet. I will try to get it rooted tomorrow and try it out.

PS3 Controller works flawlessly with the N4... You'll need to be rooted, naturally, and use the Sixaxis app. Since OTG isn't supported (yet?) you have to program the controller with a computer each time you want to pair with the N4. The app developer has a small utility on their website to do this for you.
