It will ask for root. You will notice the app is located in your /system/priv-app folder after successful installation.

(I know Xposed Framework have a module that re-enable App Ops, but I'm not going to go that direction because Xposed Framework is only compatible with Dalvik for now, and I'm not willing to switch back from ART.)

He didn't update it for 4.4.2 yet, so if you use stock (not custom rom) 4.4.2 you won't see the option appear.

Uhm, I AM on KitKat 4.4.2 and I can access App Ops just fine. ^^'

Edit: NVM, I'm not on stock. Gonna test this on my Nexus 5 that just arrived today.
