Yep, they turn the device off or put it in deep sleep, submerge it in still, room temperature tap water and then take it out, allow it to try and then test functionality. That test has absolutely nothing to do with any real world scenario.

What this test shows is that IF you get stuck out in the rain you are going to be just fine, BUT always you should protect your phone from moisture as much as possible EVEN those with an IP rating. NOTHING is fool proof!
