When using data, it would depend on what you are doing with it.
Different types of content would have hugely varying demands on power drain, such as basic web content like text and static pictures, video, etc.
Then there is screen brightness, volume of speakers, signal strength, over what connection is the data coming in, and at what rate and signal strength, again over what channels for and signal strength for calls.
The best determination of that is a comparative test under as best as possible consistent conditions, and unless that is software controlled, you can't compare the results from different testers.
Look for stated examples which are comparable as best as possible to your own expected usage.
And even then it isn't going to be the same as yours in all ways.
More basic phones may have had a fairly predictable power drain when in use, and when not.
That is simply not the case now, so wouldn't surprise me to see very few trying to put any numbers to those.
