I'm torn between this year's flagship killer and last year's true flagship (OnePlus 6 and Galaxy Note8).

I'm currently using a Pixel XL. Looking forward for an upgrade.
    I've been a while since I used a Samsung device (Note 2).

Does the OnePlus 6 has a better camera than note 8 (especially in exposure, highlight clipping) or vive versa? What about battery?

Screen is undoubtedly better on the Note8 and performance is better on the OP6.

Here in the Middle East, the prices are more or less the same.

Which one is a better buy considering the same price?

It really depends what's important to you, and no, the note 8 has the better camera.

Objectively though, if they're both the same price (and both new) the note 8 is the better buy for 99% of people.
