My 7t is Still Running 10.0.16.HD65AA, I have 14.0.28, 29 & 30 OTA's saved on my device.

Can I Skip To The Latest Update I received today.

It's generally best to process the updates individually, but I'm curious how you got those OTA's saved. Did you manually download them from somewhere? I ask because OTA updates are supposed to download one at a time and not get the next one until the prior update has been installed. If you did download the updates yourself, I would double and triple check they are from a legit source (like manufacturer direct) to not have any malware concerns, then verify those files are applicable to your specific make and model of phone.

Thanks, I have the phone set to not auto update. It receives the updates in the "Sdcard/.Ota folder. I began moving them out to another folder and the next one would populate there. But they keep downloading. So I make copies elsewhere but leave it and the next ones will appear with it.

You didn't install any system update since Android 10 so the OTA update should be the full zip for the latest version. Installing it should work and you wouldn't need to go step by step. Just to be safe make sure that older update files are not saved in the OTA folder.
