Yeppers as you predicted settings is borked. It's not installed.
"Application is not installed on your phone"

[EDIT] Camera freezes then FC's. Dialer is laggy. 3g works fine. Can't check WiFi as I have no settings.

Hope I helped out some. ROM looks friggin' sexy though. Can't wait to use it on the final build

Ive confirmed all of these issues, also when trying to access settings by holding toggle the statusbar force closes. I also got the TV thing on first boot.

I tried from the library. I toggled wifi on then waited for the "open wireless signal" dialog. Clicked it thru the status bar and connected just fine. Connected my account and downloaded a few apps. So looks like wifi does work
