Does it make a difference that i partitioned it before flasking AOKP? And will it tell me if they're forced over to the sd card? or will it keep telling me that they're phone only

They wont move over unless you already have a partition.
They just automatically move over. There's no clear way other than having a poop ton of apps.
They will still be classified as "on phone" because the sd-ext script tricks your phone into thinking the ext partition is your internal storage.

I'm assuming you're using AOKP, and I'm guessing you might have "wipe dalvik cache on boot" checked. Goto settings/rom control/startup tweaks? Or whatever the sub menu is at the very bottom, and disable the dalvik wipe on boot.

If you dont know how to flash a rom DO NOT flash this. Flash something like mirage, get the feel for modding and come back.

Installed beta2 today. I am VERY impressed! Running at 480/600mhz and my phone had never been so smooth! Back in alpha, I had reboot and overheating issues but those appear to be nonexistent. Coming from Mirage, the battery doesn't seem to be quite as good, but as long as it isn't too big of an issue, it'll be my daily! Fantastic job, tdm!
