Because Samsung was the first to roll out a new phone with 4.2.2 (outside of the Nexus) and why wouldn't they roll out the first 4.3 (outside of Nexus) phone as well. The GS4 has great potential, but the GN3 IF built right could be even hotter.

ZTE rolled out 4.2.2 first I think. Then Asus. Samsung is still relatively good though.

I don't follow ZTE, but Asus is all over those updates.

That would imply that Google is giving them the software before releasing it or even announcing it. All those phones seem to have taken it after release and then made their software off of it. From the reviews, the gs4 software seems rushed with the random ui lags and such.
Once again we can't know, but...
